Sovereign-Backed Financing
Instrument description
The Asian Infrastructure Investment Bank (AIIB) credit enhances projects by providing sovereign-backed financing. This includes guarantees issued by AIIB to cover projects’ debt services defaults under loans caused by:
- A government’s failure to fulfill specific project obligations
- A borrower´s failure to service interest and principal payments under the loan
To provide such a guarantee, AIIB requires a counter-guarantee and indemnity by the country´s government where the project takes place.
Eligible projects and transactions
A range of infrastructure projects, including energy infrastructure, transportation and telecommunications, rural infrastructure, water supply and sanitation, environmental protection, urban development and logistics.
Eligible regions
Available to AIIB’s members, or any agency, a subdivision thereof, or any entity or enterprise operating in the territory of a member. International or regional agencies or entities concerned with economic development of the Asia region are also eligible.
Non-Sovereign-Backed Financing: Guarantees and Underwritings
Instrument description
The Asian Infrastructure Investment Bank (AIIB) provides credit enhancement instruments under its non-sovereign-backed financing arrangements. AIIB may provide:
- Guarantees, as primary and secondary obligor, in whole and in part, against project default caused by (a) specific events or (b) regardless of the cause.
Underwritings or participation in underwritings of securities issued by a public or private sector entity for a specific project.
Eligible projects and transactions
Projects that promote economic development are eligible. Specifically, non-sovereign-backed financing instruments can be provided to private enterprises or sub-sovereign entities that are not backed by the member indemnity mechanism.

Available to AIIB’s members, or any agency, a subdivision thereof, or any entity or enterprise operating in the territory of a member. International or regional agencies or entities concerned with economic development of the Asia region are also eligible.
