Juliana Cubillos

Associate

Juliana Cubillos works with the Intergovernmental Forum on Mining, Minerals, Metals and Sustainable Development (IGF) in IISD’s Economic Law and Policy Program. She develops research and practical guidance for governments and delivers technical assistance programs on tax policy within the mining and extractive industries.

Juliana is a lawyer with over 10 years of experience in tax policy and law. Before joining IISD, Juliana was a senior consultant at PriceWaterhouseCoopers (PwC) in Colombia, specializing in tax consulting for major national and multinational firms. She also worked as an associate in tax litigation at Baker & McKenzie. Since 2019, Juliana has been conducting doctoral research at Leiden University’s Institute for Tax Law and Economics, focusing on the motivations of countries to implement international tax standards.

Juliana holds an advanced master’s degree in international tax law from the University of Amsterdam and a master’s degree in tax law from Universidad de los Andes in Bogotá. She is fluent in Spanish, English, and German.
