Qian Cheng

Project Manager. Writer/Editor, Earth Negotiations Bulletin

Qian Cheng leads IISD’s work on green public procurement and financing for renewable energy in China, where she carries out and manages research projects in collaboration with various government bodies, academia, business and NGOs to: a) integrate social and environmental performance into public procurement systems, and b) advance policy frameworks on public and private financing for renewables. Her geographical experience includes Brazil, Mexico, India, Philippines, Malaysia, Thailand, Vietnam, Abu Dhabi, Japan, Republic of Korea, Germany, UK, Netherlands, Denmark, Poland, Italy, USA and Canada. She has been a dedicated writer and editor of IISD Reporting Services’ flagship product, the Earth Negotiations Bulletin (ENB), since 2010.

Before joining IISD, Ms. Cheng worked for the International Labour Organization as National Programme Officer, specializing in the field of “Green Jobs.” In this position, she initiated and managed research and technical cooperation projects with government, trade unions, enterprise confederation and other UN agencies on employment policy, green skills development, transformation of the informal economy, and sustainable entrepreneurship training towards a green economy.

Qian Cheng has extensive experience in international research and advocacy. She worked at Germanwatch based in Germany, initially as German Chancellor Fellow and subsequently as researcher and policy advisor on climate change and development. She served as Co-Chair of Climate Action Network’s Finance Working Group at UNFCCC negotiations. In these roles, she co-authored “A Copenhagen Climate Treaty,” a proposal representing environmental NGO community at COP15 in 2009. Ms. Cheng worked for Greenpeace as Campaigner in China, South-East Asia and Europe on climate change, renewable energy and public communication in 2007 and 2008.
