The drafters of a RTIA are faced with a few over-arching questions as they consider how to incorporate environment in the agreement. Should they create a stand-alone environmental agreement as a companion to the trade agreement, or should they draft a chapter on environment or sustainable development within the trade agreement? What sort of institutions should they establish to oversee the implementation and review of the environmental provisions in the agreement. What sort of budget and timelines should they assign those institutions? This chapter considers these basic questions, drawing on the varied practice of existing RTIAs.
